Cedarville University CARES Act Reporting

Section 18004(e) of the Coronavirus Aid, Relief, and Economic Security Act (“CARES Act” or the “Act”)), Pub. L. No. 116-136, 134 Stat. 281 (March 27, 2020), directs institutions receiving funds under Section 18004 of the Act to submit (in a time and manner required by the Secretary) a report to the Secretary describing the use of funds distributed from the Higher Education Emergency Relief Fund (“HEERF”). Section 18004(c) of the CARES Act requires institutions to use no less than 50 percent of the funds received from Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students for expenses related to the disruption of campus operations due to coronavirus (including eligible expenses under a student’s cost of attendance such as food, housing, course materials, technology, health care, and child care).

The Certification and Agreement directs each institution applying for HEERF funds to comply with Section 18004(e) of the CARES Act and submit an initial report (the “30-day Fund Report”) to the Secretary thirty (30) days from the date of the institution’s Certification and Agreement to the Department.

  1. Cedarville University signed and returned to the Department the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
  2. Cedarville University has received $1,147,162 from the Department for Emergency Financial Aid Grants to students.
  3. Awarding progression:
    1. As of May 27th, Cedarville University has disbursed the Higher ED Emergency Relief Grant as follows: 2,827 student recipients, with funds disbursed totaling $1,130,800 ($400 each).
      • Cedarville University evaluated 4,163 students enrolled Spring 2020 at the time the CARES Act funding was provided. Of these enrolled students, Cedarville initially determined that 2,827 students were eligible. These students were awarded the Higher ED Emergency Relief Grant for $400 each.
    2. As of June 30th, Cedarville University has disbursed the Higher ED Emergency Relief Grant as follows: 2,910 student recipients, with funds disbursed totaling $1,147,162 (amounts ranging from $185 to $400 each).
      • After initial awarding to eligible “full-time” students, Cedarville University still had $17,562.00 remaining to award.
      • The awarding criteria was expanded to include those enrolled either ½-time or ¾-time (see point 5 below).
        • $8,600 was awarded to 42 students enrolled ¾-time ($200 each).
        • $6,125 was awarded to 35 students enrolled ½-time ($185 each).
        • The remaining $2,837 was awarded and disbursed to 8 students who completed their FAFSA after initially being excluded from this relief grant program due to lack of a valid 2019-20 FAFSA.
          • $1,775 awarded to 5 students ($355 each).
          • $1,062 awarded to 3 students ($354 each).
    3. As of August 14th, there are no changes to the previous (June 30th) posted information as funds are exhausted.
    4. As of October 10th, there are no changes to the previous (August 14th) posted information as funds are exhausted.
    5. As of December 31st, there are no changes to the previous (October 10th) posted information as funds are exhausted.
    6. As of March 31st, 2021, there are no changes to the previous (December 31st, 2020) posted information as funds are exhausted.
    7. As of June 30th, 2021, there are no changes to the previous (March 31st, 2021) posted information as funds are exhausted.
    8. As of September 30th, 2021, there are no changes to the previous (June 30th, 2021) posted information as funds are exhausted.
    9. As of December 31st, 2021, there are no changes to the previous (June 30th, 2021) posted information as funds are exhausted.  Reporting will cease because of funds being fully expended.
  4. Cedarville University carefully reviewed to ensure students meet the eligibility requirements as set forth by the CARES Act, the US Department of Education, and Section 484.  For initial awarding, those who:
    • successfully completed the FAFSA
    • met all requirements set forth in Section 484
    • completed verification
    • were enrolled at least 12 hours at the end of the spring 2020 term
    • were enrolled in a residential program (undergraduate and graduate) and were deemed eligible to receive the Emergency Financial Grant funding
  5. Subsequent awarding were for those who:
    • Successfully completed the FAFSA
    • met all requirements set forth in Section 484
    • completed verification
    • were enrolled at least 6 hours at the end of the spring 2020 term
    • were enrolled in a residential program (undergraduate and graduate) and were deemed eligible to receive the Emergency Financial Grant funding
  6. An email was sent to all recipients informing them of this award, how eligibility was determined, and instructions on what they must do if they choose to accept or reject the grant.  Additionally, instructions were provided on how the funds would be made payable to the students account.
